‘To Make a People Out of a Mere Population’: Sovereignty and Governmentality in Hegemonic Russian Cultural Policy

Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony. In both Finland and Sweden, decentralisation has traditionally been an essential cultural policy aim. This article explores how, by pursuing decentralisation, the regional jurisdictions have been presented with more possibilities to fulfil their purposes and in this way, gain legitimacy in cultural policy. Based on the analysis of political, legal, and administrative documents, three main periods of regional decentralisation in cultural policies are identified: regions as vehicles of welfare policy, regionalisation, and competitive regions. This presents a notable difference to Sweden where the self-governing and politically elected assemblies at the regional level function as key regional cultural policy authorities. This article uses Michel Foucault’s understanding of police and liberalism to discuss the governance of diversity and differences, and how they appear as a regulatory form of power in urban cultural policy. The data consists of interviews conducted with policymakers in Helsinki and Sydney. The article asserts that the policing of cultural spaces of encounter at the city level is not limited to the regulatory practices and controls that produce a sense of safety and order for citizens in the city.
